NEC plenary on 2nd Jan

ITANAGAR, Dec 30: The Minister of state (Independent Charge) for Ministry of Development of North Eastern Region and Chairman of North Eastern Council, Dr. Jitendra Singh has convened the 63rd plenary meeting of the North Eastern Council in Shillong on 2nd January 2015. The meeting will be held in NEC Secretariat Auditorium and will be attended by all the Governors and Chief Ministers of NE States. Discussions will be held on various developmental activities taken up in the North East by different Ministries and Government organizations including the Ministries of Railways, Road Transport and Highways, Civil Aviation, Shipping (Waterways), Power, Communication and Information Technology, DoNER and NEC.

 

3 persons injured in a freak incident

ITANAGAR, Dec 30: Three persons were today injured in a freak accident when a white coloured car hit them inside Indira Gandhi Park here at about 4:30 in the evening.

According to a witness, a man (probably in his 40s), a woman and a girl (probably in her teens) were hit by a white coloured car near Gate no.1.

"The driver of the car must have become nervous after that as he then went on to hit a parked motorbike. The car then fled from the scene," the witness informed.

The injured persons with minor injuries were then taken to RK Mission Hospital here for treatment.

Meanwhile, a police team on being informed of the incident telephonically visited the incident place. However due to lack of a formal complaint, police stated of not investigating the case.   

It is pertinent to mention here that the gates of the park are closed unless there is some event going on inside.

 

APCS aspirant to stage hunger strike

ITANAGAR, Dec 30: In an interesting turn of events, one of the Arunachal Pradesh Civil Services (APCS-2013) aspirant, Ujum Perying will undergo a 72 hours hunger strike from January 8 next as the first phase of protest. She has written an intimation letter to the DC Capital Complex in this regard. 'The recent development of suspension of four officials, particularly the joint secretary (who is also the Controller of the examination) who had had access to all the confidential papers have further made the fact evident that if someone can steal one paper from a box, then that person can also steal all the other papers from the same box. I have no more faith in the Commission, particularly the members and chairman; who are not even aware of their duties and resorting behind scapegoats. The constitutional and honourary posts that they hold do not befit them and are a mere decoration on them. I believe that they are the perfect example of 'people living with no conscience and morality'. They are the very root of corruption in our society,' she stated in her letter.

Her demands are resignation of the Chairman and member APPSC Ligu Tacho and Mamang Dai and disposing of all other papers in public presence and repeat of all the eight papers.

'If my demand is not met, I will proceed with the second and third phases,' her letter further read.

 

DC prohibits fishing

ITANAGAR, Dec 30: Capital Complex Deputy Commissioner, in an order under section 133 CrPC, has prohibited fishing by using bleaching powder, electric shocks and other harmful and non-conventional methods in Singki river within the jurisdiction of Capital administration.

The order further prohibited unauthorized diversion of the river course for the purpose of fishing or quarrying what so ever.

This prohibitory order has been issued in view of the illegal fishing in the river that after the matter was brought to the notice of the Deputy Commissioner.

 

Councilor makes unannounced visit to school

ITANAGAR, Dec 30: Councilor, Ward no.26 Gangte Togung made an unannounced visit to the Govt Middle School, G-sector, Naharlagun yesterday.

It was found that the school was in dilapidated condition but the headmistress has been maintaining the school to the best of her effort.

It was also seen that the entire school premise was neat and clean.

'The school leaves an impression to be the best school and can be a model example for all other schools,' said the councilor and suggested that school needs immediate attention for the construction of the earliest school security fencing, adequate supply of furniture and construction of new school building.

 

IMFL seized

SEPPA, Dec 30: In order check illegal selling of liquors in Seppa Town, a team of Tax & Excise department led by Inspector Sisu Dodum seized huge quantities of beers and Indian Made Foreign Liquors (IMFL) from various restaurants and shops since September last.

Those restaurants which were selling liquor without license, were temporarily sealed and imposed on them a penalty of Rs.10,000 each.

The Deputy Commissioner has instructed the Department to continue the checking drive on regular basis. Seppa.

 

CM to inaugurate Itafort southern gate today

ITANAGAR, Dec 30: Chief Minister Nabam Tuki will inaugurate the Southern Gate of Itafort tomorrow at 3 pm and dedicate the renovated and beautified archaeological monument and park to the people of Arunachal Pradesh as New Year gift.

The renovation works were done with fund from North East Council (NEC).

 

Villagers oppose construction of water tank

ITANAGAR, Dec 30: The villagers of Lish village under Dirang circle of West Kameng district are opposed to the construction of drinking water tank at Sarugran claiming that it is the only source of water for them.

In a press release issued, it alleged that the PHE department did not consult the village council before starting the construction work.

We would have happily agreed to offer the water source to be diverted to the other part if we were already not using the water source and if it were not to claim the lives of about 31 households who are totally dependent on this water source, a release said. Further it added that it would go for mass rally against the administration if the construction is not stopped at the earliest.

 

PMC distributes winter wears to sanitary workers

PASIGHAT, Dec 30: The Pasighat Municipal Council headed by Chief Councillor Denong Tamuk and Municipal Executive Officer Nixon Lego distributed winter wears each to its 29 sanitary workers in a simple function held at Municipal office here today.  

Speaking on the occasion, MEO Lego said that the township is being kept clean by the effort of these sanitary staffs who have been discharging their duties despite all odds. Lego also said that vaccination programme of TT will also be launched shortly to keep the sanitary staffs free from any infection.

Chief Councillor Denong Tamuk said that the PMC is running short of sanitary staffs. At present there are only 29 sanitary staffs under PMC. He said that at least one hundred sanitary staff are required to maintain the cleanliness of Pasighat township. When asked about sanitary truck availability, Tamuk and Lego informed that three trucks were handed to PMC by UD last year but two have got off the road and only one is taking the load. SSA Rajya Sabha conducts life skill programme for girls

ITANAGAR, Dec 30: The SSA Rajya Sabha conducted a five days state level life skill education for girls under girl's education at Dera Natung Government College here from December 26 which concluded today.

186 girls participated in the five day event which saw various activities such as yoga, karate and parade drill.

 

MLA inaugurates sports meet

ITANAGAR, Dec 30: Dumporijo MLA Paknga Bage inaugurated the sports meet of VKV Kuporijo yesterday.

Speaking on the occasion the MLA urged the students to participate in all co-curricular activities enthusiastically. "This is the time you can train yourself as a disciplined student. The sports meet of any school inculcates a sportsmanship spirit. The losers should not get frustrated and the winners must practice more and more to compete in district and state levels," he said.

Among others T Jamoh EE PWD Dumporijo and Madin Dugi ASM were present on the occasion. Earlier, the students under different houses namely Agni, Akash, Pritvi and Trishul displayed March past and band.

 

Fashion designing course for jobless youths begins

DEOMALI, Dec 30: A fashion designing course for 30 candidates including four males began here today conducted by National Youth Project (NYP) project coordinator Digi Ngurang to make the local youths of Tirap district employable.

The month-long entrepreneurship development programme has been sponsored by the Indian Institute of Entrepreneurship (IIE).

 

SDHDC for revocation of government order

ITANAGAR, Dec 30: The Siang District Headquarter Demand Committee (SDHDC) has appealed the state government to reconsider the government notification no. DAD-11/2001/5 of identifying temporary headquarters of Siang district at Pangin.

The committee which held meeting's at Boleng, Rumgong and Jomlo Mobuk circles recently also decided that it would call a 24 hours bandh in the district from January 6 next if the government failed to meet their demand.

In the meeting, it was also decided that any VIP visit in the district would be boycotted till revocation of the order.

 

AAPBSU calls for deploying police

ITANAGAR, Dec 30: All Arunachal Pradesh Border Students' Union (AAPBSU) has demanded the state government to deploy sufficient police force at various check posts of border area to check illegal entry of people from neighboring Assam.

It also appealed to state government to check Inner Line Permit strictly at all the check posts, particularly at Dissing Passo, Normarah, Dikalmukh, Bhalukpung, Seijossa, Tarasso, Likabali, Ruksin and Hollongi etc to prevent illegal migration from Assam into Arunachal Pradesh.

Animal carcass seized at Midphu-II forest check gate

ITANAGAR, Dec 30: A joint team of forest and state police officials has seized a large quantity of carcasses of wild animals and birds from vehicles at Midphu-II Forest Check Gate today.

The patrolling team comprised of DFO Banderdewa Neelam Nido, ACF Mito Rumi, Doimukh RFO Chukhu Tanya, Banderdewa RFO D. Dastidar, forest officials from Doimukh Range with the help of Police team from Doimukh Police Station led by SI B Krong and SI M. Hussain conducted a surprise checking at the vehicles at Midphu-II Forest Check Gate and recovered large quantity of animal fur and meat, carcasses of wild animals and wild birds. The recovered materials were seized and the drivers alongwith vehicles have been handed over to the Doimukh Police station for further course of action as per Wildlife Protection Act 1972.

Official sources informed that unannounced checking will continue on various routes under the Banderdewa Forest Division to curb the menace of illegal wildlife trading in the state.

 

 

Fire devastes 4 govt. qtrs, 1 private house

ITANAGAR, Dec 30: Four Govt. quarters and one private OBT house were devastated in a major fire that broke out at B-Sector, Itanagar today.

However, there was no report of any causality and electric short-circuit is suspected to have caused the fire.

The fire was brought under control from further spreading by Fire Brigade with the help of people of the locality, informed an official release.

T.Ekke, I/C FO rushed to the spot following instructions of Capital Complex Deputy Commissioner Mige Kamki to take stock of the situation.

The DC has instructed FO to provide immediate relief to the victims.

The councilor of the Ward no. 18 Gora Lotak also rushed to incident site and helped the victims. He urged the state government to immediately provide relief to the victims after assessing the properties lost or damaged in the fire.

The Councilor has further appealed to the state Govt. to further strengthen the state fire service department by inducting more fire tenders to its fleet.

The fire brigade was unable to contain the fire immediately after it broke out mainly due to insufficient fire tenders and late response, he claimed. He demanded one fire vehicle, especially for the ward no. 18 as the ward houses many VVIPs.

 

 

Pakke Paga Hornbill Festival-2015

ITANAGAR, Dec 30: The three-day Pakke Paga Hornbill Festival-2015 was announced today by the festival committee. The mega event will be featuring various activities like sightseeing, hornbill watching, exposure of wild animals, traditional sports, elephant riding and butterfly photography will take place at picturesque town of Seijosa in East Kameng district from January 16 to 18 next. This was informed by Organizing Secretary Takam Nabam during a press conference at press club here today. Besides, various colourful cultural programmes by different tribes of Arunachal and Assam will be the other attractions of the festival, Takam added.

Further, he informed that there are five species of hornbill found in Arunachal Pradesh and out of which; four breeds are being conserved in Pakke Wildlife Sanctuary. The organizing secretary also said that the local people of Seijosa along with likeminded people from across the country and world are conserving these hornbills since last 15 years.

He also informed that killing of wild animals have been completely prohibited in the area. Many Self Help Groups (SHG) and organizations are being pressed into the conservation process, he added. Further, he said that this festival is also an effort to encourage peaceful coexistence with the neighboring state of Assam as different tribes from Assam are participating throughout the festival.

Techi Ragam, member Pakke Paga Hornbill Festival Committee, informed that Hornbill adoption programme has been started in the area in order to preserve Hornbill which is on the verge of extinction. He gave a detailed overview on how the adoption process takes place and what needs to be done.

While highlighting on the three-day festival, Ragam said, "This festival is based on conservation of Hornbill, locally known as Paga."

Inviting the nature lovers to visit the area to experience the nature in its natural form, he exuded hope that the festival would also give more exposure to the area particularly Pakke Wildlife Sanctuary besides facilitating more employment opportunities to the local people of area.

On being asked about the accommodations for the visitors during the festival, Ragam informed that many homestays have been established besides govt guest houses etc. Tented accommodation would also be available for the adventure lovers and visitors, he added.

 

 

Congress Govt. befooling common people: BJP

ITANAGAR, Dec 30: The Bharatiya Janata Party State Unit today alleged that Congress Government in Arunachal is befooling the common people over fund crisis in the state by claiming that few section of BJP  leaders are blocking fund flowing.

Addressing the press conference here today, State BJP President Tai Tagak said "the fact is that the state government is unable to submit utilization certificate which the Centre is seeking for." He added that Congress government in the state has left with no choice but to give lame excuses to save their government from nose-dive.

Highlighting the achievements of seven month-old Modi-led government at the Centre, he informed that comprehensive telecom plan for North Eastern Region had been approved by the cabinet. And it will provide 2G mobile coverage in uncovered areas in Arunachal Pradesh.  The state BJP added that the project will ensure reliability of redundancy in transmission network at State capitals and district headquarters. In order to facilitate and provide assistance to people of North-East, the BJP divulged that 10 males and females in Delhi police have been approved to be recruited from NE states. It will bridge the gap between the people from the region and mainland Indians, BJP said.

It also informed that Regional Research Station of Central Institute for Temperature Horticulture in Arunachal Pradesh had been approved by the ministry of Agriculture. The project was approved in the XII plan expenditure finance committee. The BJP also disclosed that deliberation of East West Industrial Corridor Highway from Bhiravkund to Ruksin has started and will be approved shortly.

 

 

Wangham seeks special package for NER to development aviation sector

ITANAGAR, Dec 30: While welcoming the initiative of the Centre to introduce a New Civil Aviation Policy, Minister for Civil Aviation Thangwang Wangham appealed to the Union Ministry of Civil Aviation to take into account the unique features of the Northeastern states, particularly those of Arunachal Pradesh in the policy.

Attending the consultation of the Draft Civil Aviation Policy, convened by Union Minister of Civil Aviation Ashok Gajapathi Raju at New Delhi today, Wangham mentioned that the provision for a special package for the Northeastern region would inevitably go a long way in addressing the collective aspirations of the people of the region.

Wangham proposed the Ministry for inclusion of provision of construction of new airports of short take off and landing type considering the difficult hilly terrain of the state.  

He also proposed for establishment of a Regional Cargo Hub, preferably in Guwahati, the gateway to all the Northeastern states.

"The present cargo hub for the region is at Kolkata. The new policy should provide for a Regional Cargo Hub within the region which will widen the scope of various region specific trade and commerce activities," Wangham said.

"There is also need to include a provision of employing people from the NE region in the Civil Aviation Sector. A special provision for boosting recruitment for the locals from the region, who have been hitherto deprived of opportunities in the sector, may be included," he said.

Moreover, the policy should give adequate weight-age to capacity building, training and assistance for manpower at all levels. This will, in the long-run, facilitate the manning of airports, remote helipads and Advanced Landing Grounds (ALGs) by technically trained personnel at the local level, he opined.  

"It is essential that a policy is adopted to set up a few Civil Air Traffic Centres in coordination with the Army in remote locations so as to cover all the remote areas within range irrespective of having airport, since a safe flying environment is to be ensured by the MoCA," he said while suggesting for modernization of Air Navigation Services.

The policy may envisage the setting up of modern Air Navigation Systems/ATC Installations in select locations with the help of service providers empanelled with the Ministry. A preliminary study of the same may be undertaken for subsequent inclusion of recommendations as part of the Policy framework, he opined.

Wangham also suggested for further development of helicopter services in Arunachal Pradesh to ensure the maximum outreach of essential services, like disposal of relief and aid during natural calamities, medical relief, including medical evacuation during emergency, supply of food, ration and essential items Supply of food, ration and essential items to the populace of the remotest corners of the state and border areas.

"A provision for introducing Air Ambulance Services may also be considered for this purpose" he suggested.

The supply of food, ration and essential items in many border areas are done by head load carriage system which is not only cost intensive but also time consuming, he said. He further suggested for construction and development of heliports in locations of 'Strategic Importance'.

For a hilly state like Arunachal Pradesh, air connectivity is also required for specific needs of army, para-military forces and construction agencies like BRO etc and this aspect may also included in the policy, Wangham said.

Inclusion of the Greenfield Airport at Itanagar in the Union Budget of 2015-16, development of Civil Enclaves to facilitate civil fixed wing flights in ALGs of the state in phased manner, increasing the frequency of commercial flights to Leelabari Airport in North Lakhimpur, Assam for the benefit of passengers from Arunachal Pradesh were some of the major points Wangham raised in the meeting.

 

 

Christianity spreads the message of peace and brotherhood: Tuki

LAPTAP, Dec 30:  Chief Minister Nabam Tuki has attended the 23rd Jurpi Legnam (Shelter Festival) celebration -2014 at Laptap Baptist Church, Toru  Pastoral Range, NBCC, Arunachal Pradesh yesterday.

While addressing the gathering Tuki said that Christianity spreads the message of peace and brotherhood among each other and as a religion it helps in constructive contributions to its people and the society. He said that religion and culture must go hand in hand and one should protect and preserve its own cultural and traditional identity.

Lauding the people for the bumper crop harvesting and their industrious nature Tuki informed that agriculture is the mainstay of 80 percent of population of the state and Govt is giving more emphasis on encouraging the farmers and improving the productivity of food grains through CMs farm mechanization schemes. He also informed that scientist have been engaged to study the feasibility of double cropping system and DC have also been instructed to conduct workshop and trainings on importance of double cropping system to increase the yield from farming.

Informing about his ambitious vision document for state development he said that Govt is preparing a vision document for all round development of the state and called upon the people to create development friendly ambient so that all developmental works be implemented smoothly. He also called upon the people to take benefit of CMUHIS and said that main motive of scheme is to lessen the burden of medical expenses of people through cashless treatment at all empanelled hospital in and outside the state. So far many patients have availed the benefit from the scheme.

2014: The year that was under Tuki

‘When the going gets tough; The tough gets going’

When he started, at the fag end of 2011, he beckoned – “Together we can do it”

As this year began, he committed – “Together we will do it”

And as 2014 goes by, he had done much…but he is not done yet.

Despite hurdles and constant bickering by his detractors, Nabam Tuki, as the 8th Chief Minister of Arunachal Pradesh, led from the front. Looking back at the year passing by, it can be vouched that the state, in-spite of its ups and downs, kept steady on the path of development and people-friendly initiatives. Thanks to Tuki’s innovative policies and not-to-be bogged down attitude.

Tuki signed into law, the Lokayukta Bill which the state Assembly had passed in March, immediately after assuming office for the second consecutive term on 19th May. He had taken oath just a day earlier!

“This is a gift to the people of Arunachal Pradesh from a responsive

government,” Tuki had said.

Incidentally, Arunachal Pradesh became one of the few states in the country to enact Lokayukta, which is aimed to empower the people like never before. The motto of ‘Power to People’ took a giant step forward.

Passage of Lokayukta was not the only step to empower the people. On occasion of the 28th Statehood Day, Tuki officially announced devolution of power to Panchayati Raj Institutions and local urban bodies. The Government created 768 posts of functionaries under Rajiv Gandhi Panchayat Sashaktikaran Abhiyan. It transferred all total 14 functions including civic charges enlisted in the 12th Schedule of the Constitution of India to the Urban Local Bodies. Operation and maintenance of intra village component of Rural Water Supply Scheme was transferred to Gram Panchayats through village water and sanitation committee.

The Arunachal Pradesh Chief Minister’s Universal Health Insurance Scheme (APCMUHIS) can, in all certain terms, be dubbed as the best gift to the people this year. A brainchild of Tuki, the scheme (in agreement with New India Assurance Company, a Govt of India undertaking) would offer insurance cover up to Rs 2 lakh to a family per year. The beneficiary need not pay a dime to get insured. Also, any bonafide citizen of the state – APST or non-APST – can avail the benefit. For the poor, this is heaven sent!

The State Government this year de-listed fruits, vegetables and eggs from Arunachal Pradesh Agricultural Produce Marketing (Regulation) Act – 1989 (Act No.6 of 1990). This step will benefit the entire farming community to reduce post-harvest investment for marketing, besides enhancing competitiveness in the emerging agribusiness sector.

To check unlawful activities in the capital region, the Anti-Extortion Cell of the police department started functioning to check and stop any kind of extortion in markets, Govt/private offices, business establishments, etc from this year. The members of the teams are roaming in civil dresses to identify persons involved in extortion and other unwanted activities in the Capital region. PCR vans have been deputed in the capital region for round the clock surveillance and to respond quickly to distress calls. Besides, an ambulance has been provided to the Itanagar Women Police Station for emergency duty. Provisions have been kept for deployment of 24x7 PCR Vans in all district Headquarters of the state.

While the German Development Cooperation (GDC) has proposed a project on Sustainable and Integrated Socio-economic Development Mission for the State, UNESCO will roll out a Pilot Project in the fields of education, HIV/AIDs awareness and Information Communication Technologies (ICT). At one hand, RusHydro, Russia’s leading power generating company, signed a Declaration of Intent aimed at cooperation over hydropower education initiatives in the State while at the other Google Inc has agreed to make a detailed Arunachal specific report and project and bring in solutions keeping in mind local issues associated with it. The Spices Board of India too signed a MoU to collaborate in promotion and cultivation of spices in the state. This is historic in the context that the Spices Board for the first time has signed any agreement with any state of the country!

Last year’s flagship programmes continued under Tuki’s watchful eyes. While hundreds of youths from across the state went out for skill development programmes, unemployed youths and farmers availed benefits from the CM’s Paryatan Vikas Yojana and CM’s Agri-Mechanization programme respectively. Students continued to avail benefits from various educational schemes like Vidya and CM’s Talent Award. If things go right, the state will soon have a national level Film & Television Institute, a Satellite City, Law College, Tourist Park, Regional Cultural Center & Academy and state-of-the-art outdoor and indoor stadiums. Cement Concrete township roads, by the way, are under way, started in mission mode this year.

Shouldering the onerous burden that comes with the top chair, Tuki never missed any opportunity to voice his concerns for the state at national as well as international platforms. This year his thrust were management of border areas through special economic packages, connectivity that includes road, air, railways and telecommunication, domestic funding to compensate denial by funding institutions like, ADB, World Bank and JICA, the stapled visa controversy, sports infrastructure, horticulture, educational institutions and tourism.

Rising to the top post from the grass root, Tuki did not shy away from the needs of the common citizens. Heeding to popular demand, this year Namsai was inaugurated as the 18th district of the state after Longding that saw the light of day last year. Three more new districts are on the pipeline. October this year witnessed one of the highest public appointments made by him. He spent the Sunday (October 12) by meeting people of all walks. As the news of the “Public Darbar” went viral, thousands of visitors, including students and youth organizations, Panchayat leaders, patients and individuals queued in front of the Chief Ministers Bungalow. The ‘Darbar’ started at 10.30 am and lasted for six hours. Tuki listened, spoke and sorted out issues of more than 1500 people in one day!

On the political front too, the state saw emergence of a stalwart in Nabam Tuki, dubbed ‘Chanakya’ by a senior journalist of the state. Taking all by surprise, he dissolved the Legislative Assembly immediately after the General Elections were announced paving way for simultaneous elections to the Assembly and Lok Sabha. He got eleven Congress nominees elected unopposed, including himself and went on to win the Assembly polls comprehensively. Of the 60 Assembly seats Congress bagged 42 and retained one of the Lok Sabha seats despite the ‘Modi wave’ that was sweeping the country. When it was time for the bye-election to the Kanubari Assembly seat after the unfortunate demise of Congress legislator Newlai Tingkhatra, Tuki took upon himself to retain the seat and he did it overshadowing the BJP dominance in the Center. Icing on the cake was when five PPA legislators joined Congress en mass taking the strength of the ruling party to 47.

No matter what his political opponents and detractors may say, Tuki has emerged as the undisputed leader of the Congress and the Government with a brave heart, a thinking brain and a contagious smile. Despite geo-political drawbacks of the state and the legacy of financial deficit, court cases and negative vibes inherited, he nonchalantly went on with his decisions and policies proving the adage ‘when the going gets tough, the tough gets going’. Sure the fruits of his initiatives will not be visible overnight but in the long run it definitely will.

2014 may be done…but he is not done yet!

Fingerlings released in Choskorong Kho river

ITANAGAR, Dec 30: Around 500 fingerlings were released in natural fresh water river of Choskorong Kho river at Shergaon to mark the Riverine Ranching programme of Trout today. The function was organized by Garung Thuk, an NGO in collaboration with Department of Fisheries, Govt of Arunachal Pradesh at Shergaon, West Kameng district.

The fingerlings of Onchorhynchus mykiss (Rainbow Trout) and Salmo trutta fario (Brown Trout) were supplied from Trout Hatchery, Shergaon. Trout Hatchery Shergaon was established in the year 1979. Shergaon also has 300 hactre Samteng valley project sponsored by NEC for Trout production.

The programme was conducted to bring awareness among the villagers for conservation of aquatic ecology.

The survival of the Trout is directly linked to purity of the water, explained EO Fishery Pema Khandu Thungon. He went into detail about its benefits to the society and its prospects to boost the tourism. He urged the public to keep the rivers pollution free. He also asked people not to use electrocution and bleaching powders etc. for fishing which are illegal as well as not suitable for sustainability. He further requested to avoid fishing during breeding season of June-July.

Speaking on the occasion, Sange Tashi Thongdok, ZPM appreciated the NGO for organizing such programme for the biodiversity conservation which is first of its kinds in his area. The Gaon Buras and representative of Shergaon Village Council requested the NGO to adopt the stretch of river for five years.

Circle officer Dr. Rubu Tabiyo, Lekahndu Thungon CO Kanubari, Tenzin Puntso Thungon ASM Shergaon, C K Lama ASM, Demachang and Ledo Thungon, Chairman of the NGO also spoke on the occasion.

 

 

‘FPSs selling PDS rice at high rate’

ITANAGAR, Dec 30: Alleging that the Fair Price shops owners of Bameng and Khenwa circle are selling PDS rice at an inflated rate, the All Bameng Khenewa and Lada Students' Union (ABKLSU) in a memorandum has demanded the East Kameng Deputy Commissioner for immediate fixation of rates of PDS Rice.

The FPS owners of Bameng and Khenewa circles are allegedly selling rice meant for APL at high an exorbitant rate of Rs. 1200 and BPL and AAY at Rs. 800 per quintal due to which the poor can't afford to buy them, the memorandum said.

Alleging tardy progress of road work of PMGSY road from Pakke to Bameng, Pakke to Khenewa, Khenewa to Nampe-Lamnio, Pachi to Londa and Sangbia-Paffa under taken by Rural Works Department, the students union appealed to the Deputy Commissioner to do the needful for early completion of those road works without compromising with the quality to get rid of communication bottleneck.

While describing the hardship faced by the people of both Bameng and Khenewa townships due to poor electricity supply and telecommunication facility, ABKLSU demanded the Deputy Commissioner to take necessary action to restore normal power supply and improve BSNL service immediately.

ABKLSU alleged the medical staff of Khenewa PHC and sub health centres at Marjingla, Pakke Camp, Nari Camp, 18 - Mile Camp, Paksa Camp and Lada run by an NGO are often to be absent from their duties causing great hardship to the patients.

The students union further demanded a Police Beat House at Bameng to maintain law and order.

In yet another memorandum to the Deputy Director of School Education, East Kameng, the ABKLSU highlighted the various problems of schools and grievance of teachers at Bameng, Lada and Khenewa circles and appealed for their immediate redressal.

The students during its recent visit to various schools in their area claimed to have found the Govt. Middle School Lada lying in very poor condition which needs immediate renovation. Currently, there are only four teachers in the school, the students union informed and urged the DDSE to appoint a subject teacher in Hindi for smooth functioning.

Alleging poor administration at Govt. Primary School, Upper Liyak, the students union alleged that students are not being provided mid day meal since the commencement of new academic session 2014.

The academic study of students of Govt. Sec. School Bameng is adversely affected due to non-availability of subject teacher in English and Science, it said, and demanded the DDSE to do the needful for the early posting of subject teachers.

The Govt. Middle School Khenewa, the Govt. Residential School, Pakke were also facing the same problem, the students union informed and urged the DDSE to post Science and Mathematics teachers at both the schools.

It also alleged negligence in duty by the teacher-in-charge of Govt. Primary School, 40 Mile, complained the DDSE of non-supply or implementation of mid day meal to students and shortage of desk and bench in the school.

It demanded the DDSE to make necessary arrangement for early supply of desk and benches at Govt. Residential School Liyang Morang, prevent alleged land encroachment of Govt. Middle School 18 Mile, implementation of Mid Day Meal in all schools where it is discontinued, pass instruction to absentee teachers to attend school regularly,

Meanwhile, ABKLSU strongly opposed any move to hand over the Kasturba Gandhi Balika Vadyalaya (KGBV) Bameng to a certain NGO.

 

 

NERCORMP Project launched in Diyun circle

DIYUN, Dec 30: Local MLA Nikh Kamin formally launched the NERCORMP Project in Diyun circle at an orientation programme organized by the partner NGO, Amik Matai Society in association with Adonoi Mission here yesterday.

Nikh Kamin along with Datum Gadi, EAC, Diyun and S Miji, ADC, Bordumsa has distributed account passbooks to the Self Help Groups (SHG) and Natural Resource Management Groups (NARMGs) on the occasion. These SHGs and NARMGs will be the grassroot CBOs and are promoted by Partner NGO Amik Matai Society under NERCORMP Project.

The process of village identification and selection for the first year (Pilot phase) has been completed and 25 project villages have been identified in Diyun Circle to be developed under NERCORMP Project covering 2088 households.

NERCORMP Project Manager Ruzing Bellai has apprised the audience with an informative power point presentation. According to him the people of Diyun and Bordumsa circle are the most enthusiastic supporters of the project and he believed that the constituency will produce exceptional success stories on livelihood. He praised the communities for being eagerly engaged and acknowledged the immense assistance provided by the local administration and the MLA for the development of the constituency. The partner NGOs has acknowledged the voluntary support provided by the members of APCSU, PRI's and village headmen in the project villages.

D. Gadi, EAC Diyun also assured complete support for the successful implementation of the project. He also directed all the HoDs to facilitate the developmental activities through NERCORMP in their own capacities and explore the possibilities of convergence of various departmental schemes with NERCORMP.

"This is a unique project where developmental projects are made by the people for the development of their own villages. Therefore the onus of the development of the village is on its people and the people should work hard and sincerely to make Bordumsa-Diyun a model constituency," the Bordumsa-Diyun MLA said.

 

 

Ering visits Kakki village, sanctions 3 lakhs for drainage system

PASIGHAT, Dec 30: Lok Sabha MP Ninong Ering has visited Kakki village under Nari-Koyu subdivision today. He was accompanied by MLA Kento Rina and ADC Moki Loyi.

Addressing a public meeting in the newly constructed community hall the MP extended his post Christmas and New Year greetings to the people. He also took stock of the ongoing developments of the area and sanctioned three lakhs to develop drainage system in the village.

"We witness so many horrific fire accidents in different parts of the state every year because of our carelessness, ignorance and unplanned houses that are made of highly inflammable bamboo and the toko leaves. The people should be aware of the safety measures and take precaution to avert tragedies that fires bring. They must understand that victims not only lose their hard earned properties but also lose their priceless traditional ornaments forever. Unfortunately our people realize only after the fire accident had actually taken place," he stated.

Ering also advised the villagers to send their children to schools regularly and people to join hands for progress and prosperity of the state as a whole.

Earlier, ADC Moki Loyi formally inaugurated the community hall. It is worth mentioning here that a sum of rupees ten lakh was sanctioned by the MP Ering from his MPLAD during his last visit to the village for construction of the hall.

While appreciating the MP for providing funds, Loyi appealed the villagers to take care of the community hall as a public asset. He further advised the people to maintain peace and tranquility for faster development of the people. Among others ZPMs Kenyom Dabi and Takir Kakki, GBs and villagers attended the meeting. Rising Star FC win 1st Talom Rukbo Memorial Football Tournament

ITANAGAR, Dec 30: Rising Star FC (RSFC) won the first Talom Rukbo Memorial Football Tournament beating Siang Soccer Club (SSC) 3-2 in extra time in the final at Rajiv Gandhi Stadium, Naharlagun today.

Tomi Panggeng scored the winner in 12th minutes of the extra time.

An extra time of 14 minutes was played to decide the winner after both the teams were tied 2-2 in regulation time.

Earlier, Onong Tatak and Tomi scored one goal each for RSFC in 20th and 57th minutes.

The scorers of SSC were Nong Padung (14th min) and Okit Palling (68th min).

Kadum Taki, Franklin Taki and Tarok Lomtung were declared as 'Best Player', 'Highest Scorer' and Best Goalkeeper' of the tournament respectively.

Adi Bane Kebang (ABK) president Kangir Jamoh appreciated the Donyi Polo Yelam Kebang (DPYK) Naharlagun's initiative to organize the tournament in memory of Talom Rukbo. Jamoh said ABK and DPYK will jointly appeal to the State Government to organize a State level football tournament in memory visionary leader late Talom Rukbo from next year.

Senior citizen Adoli Binggep exhorted the players to maintain true sportsmanship and play the game in friendly but competitive manner.

Meanwhile, organizing Secretary Tabom Saroh informed that the entire month of December is being observed as Talom Rukbo month by conducting various activities like cultural, literary, games & sports etc.

 

 

Delhi Police to annually induct 160 people from NE

NEW DELHI, Dec 30: Delhi Police will induct 160 youth from the northeastern states of the country every year to make it better equipped to deal with crime against people from these states in the national capital.

Minister of State for Home Affairs Kiren Rijiju made the announcement here at Delhi Police headquarters while holding a meeting on problems faced by people of the northeastern states in Delhi with senior Delhi Police officials on Tuesday.

The Minister said that 10 male and 10 female personnel will be inducted in Delhi Police every year from Arunachal Pradesh, Assam, Manipur, Meghalaya, Mizoram, Nagaland, Tripura and Sikkim. For this, Rijiju has written a letter to the Chief Ministers of all these eight states to recruit the youth as per their recruitment policy and procedure while keeping the Delhi Police in loop. The letter was signed by him on Tuesday at PHQ in the presence of Delhi Police Commissioner B S Bassi and other senior officials.  Bassi had written a letter in this regard to all DGsP of these states and Rijiju in his letter has asked the Chief Ministers to expedite the process. The decision has been taken keeping in mind the low representation of people from the northeast in the force which has seen a spurt in crime against people from the hilly states residing in the national capital.

"What we have realized is that the Delhi Police do not proportionately represent the people of north-eastern region in its forces. There are incidents in which we feel that northeastern people have to be more visible.

"Sometimes, justice is not enough to be done, it should be seem to be done. So, Delhi Police despite being taking care about the north-eastern issues but we sometimes feel that it is not well represented in its force," said Rijiju.

Currently, only 39 policemen from northeastern states are serving with Delhi Police. Out of these, 10 are Indian Police Service officers while the rest are serving in various positions. PTI

J & K deserves stable govt.

Even after week has passed, the state of Jammu and Kashmir is yet to have a government in place. The fractured mandate has made it difficult for the political parties to form the next government. Despite hectic parleying between various parties till now there is no outcome. As per the latest media report a grand alliance comprising PDP, National Conference and Congress is being muted. However the second largest party BJP has termed such move as betrayal to the people of Jammu & Kashmir.

BJP which won 25 seats in the state to emerge as the second largest party in a hung assembly claimed that it was the only party to provide a stable government. Peoples Democratic Party (PDP) which emerged as the single largest party in the state with 28 seats is scheduled to meet the governor on Wednesday to clear its position on government formation. The split within PDP is wide open over whether to seek BJP support to form a government. It is believed that at least half a dozen of the 28 PDP MLAs have rejected the idea of a tie up with the BJP. In the interest of the people of J & K, the political parties should sort of their differences and work towards forming a stable government. The people of state are still fighting hard to recover from the devastating flood that hit them hardly. Until a popular government is instilled, the rebuilding process will get hamper. Political parties should not let people of Kashmir suffer due to their political fight.

Bills yet to be cleared

Dear Editor,

Through the column of your esteemed daily,  I would like to disseminate my sentiments regarding the backlog payment of bill against Tender work C/o Improvement and upgradation Menga to Giba Road (0-08)Km under Non- Lapsable Central Pool of resources ( NLCPR) scheme , Upper Subansiri District.

I have been selected as Lowest bidder of the Tender process for said works, subsequently, l had entered into an agreement No. DD/ NIT/ NLCPR/ SD-11/01 dated 27/03/2012. As soon as I entered into an agreement, I have executed and completed the work within the time stipulated in Tender agreement and under the supervision of the PWD Daporijo Division. But the concern department did not make accurate bill payment.

On my several approach they made bill payment for an amount of Rs. 5,74,836 (Rupees Five lakhs Seventy four thousand eight hundred thirty six) only after 7(seven) months of completion of work on 26/10/2012. And the second payment amounting to Rs.5,24,740/- ( Five lakhs Twenty four thousand seven hundred forty) only on 19/03/2013. After 13(Thirteen ) months So far total amount of the bill payment made by the Department is Rs. 10.99 ( Ten Lakhs Ninety nine thousand ) only .Whereas the validly of the tender agreement was only for 3(three) months i.e. upto 30/09/2012.But the concern department made bill payment after a long gap and in spite of the non payment of full and final bill against the work, the executing agency showed documents for full and final payment of bill whereas the cost of my executed works is Rs.50,76,250 ( Fifty lakhs seventy six thousand two hundred fifty) only.

And the total approved cost of project is Rs.356.67 Lakhs, only for C/o Improvement and up-gradation of Menga to Giba Road (0-08)Km under Non- Lapsable Central Pool of resources ( NLCPR) scheme. No other works has been executed under this approved amount for said schemes. So after a big harassment I do claim the accurate bill for my executed work.

Therefore, through the column of your esteemed daily, I would like to request the PWD Daporijo Division, Upper Subansiri District , Arunachal Pradesh for immediate payment of remaining amount of bill against the work and the constitute an Inquiry Committee for the same.

Assam needs our support

Dear Editor,

When Indian Cricket team wins a single match, we celebrate. When any sportsman, businessman, social worker, individual increases the pride for India we feel proud. When Mangalayan successfully landed in Mars, we celebrate too. On every proud step of the country, we celebrate too as a proud Indian because Assam as well as NE state are also a part of India. We are Indians too. Then why we have been ignored since the ancient time? Assam has been facing tough situations since the independence of India...at first Pandit Nehru tried to surrender Arunachal Pradesh and Assam to the Chinese aggression!! But because of our patriot and brave leader Gopinath Bordoloi ,Assam and Arunachal are in the map of India in the present time!!

This was just an example.

Now just question yourself, how many Indians know about the politics of Assam or Northeast? In Pakistan, when 150 people were killed in Peshawar attack, the whole media flashed the news for 24/7 and got into the competition for showing their humanity! There was a tsunami in twitter and Face book.

Every year thousands of people get killed in Assam but no proper news and slogans come out of it.

Come forward today and see how many homes are burning and how many families have become homeless in Kokrajhar and Sonitpur. Where are the Indians to show the humanity? Almost every Indian is using internet. Just save 20 minutes from your browsing and search on Google about the Assam recent terrorist attack and update yourself with the latest situation.

In Assam, Congress party is in rule but they are not giving enough effort because they want to blame central BJP govt. Because of such politics, innocent people of Assam is in pain and directly or indirectly, neighbouring states of Assam like Arunachal Pradesh has been affected too.

This incident of Assam has shown that the correct time has come for us to let know our country about the political scenario of northeast India. It is a moment to approach all the Indians, specially the mainstream Indian brothers and sisters, to come forward to support the sufferers of the Assam attack.
