NEC plenary on 2nd Jan
ITANAGAR, Dec 30: The Minister of state (Independent Charge) for Ministry of Development of North Eastern Region and Chairman of North Eastern Council, Dr. Jitendra Singh has convened the 63rd plenary meeting of the North Eastern Council in Shillong on 2nd January 2015. The meeting will be held in NEC Secretariat Auditorium and will be attended by all the Governors and Chief Ministers of NE States. Discussions will be held on various developmental activities taken up in the North East by different Ministries and Government organizations including the Ministries of Railways, Road Transport and Highways, Civil Aviation, Shipping (Waterways), Power, Communication and Information Technology, DoNER and NEC.
3 persons injured in a freak incident
ITANAGAR, Dec 30: Three persons were today injured in a freak accident when a white coloured car hit them inside Indira Gandhi Park here at about 4:30 in the evening.
According to a witness, a man (probably in his 40s), a woman and a girl (probably in her teens) were hit by a white coloured car near Gate no.1.
"The driver of the car must have become nervous after that as he then went on to hit a parked motorbike. The car then fled from the scene," the witness informed.
The injured persons with minor injuries were then taken to RK Mission Hospital here for treatment.
Meanwhile, a police team on being informed of the incident telephonically visited the incident place. However due to lack of a formal complaint, police stated of not investigating the case.
It is pertinent to mention here that the gates of the park are closed unless there is some event going on inside.

It was also seen that the entire school premise was neat and clean.
'The school leaves an impression to be the best school and can be a model example for all other schools,' said the councilor and suggested that school needs immediate attention for the construction of the earliest school security fencing, adequate supply of furniture and construction of new school building.
IMFL seized
SEPPA, Dec 30: In order check illegal selling of liquors in Seppa Town, a team of Tax & Excise department led by Inspector Sisu Dodum seized huge quantities of beers and Indian Made Foreign Liquors (IMFL) from various restaurants and shops since September last.
Those restaurants which were selling liquor without license, were temporarily sealed and imposed on them a penalty of Rs.10,000 each.
The Deputy Commissioner has instructed the Department to continue the checking drive on regular basis. Seppa.
CM to inaugurate Itafort southern gate today
ITANAGAR, Dec 30: Chief Minister Nabam Tuki will inaugurate the Southern Gate of Itafort tomorrow at 3 pm and dedicate the renovated and beautified archaeological monument and park to the people of Arunachal Pradesh as New Year gift.
The renovation works were done with fund from North East Council (NEC).
Villagers oppose construction of water tank
ITANAGAR, Dec 30: The villagers of Lish village under Dirang circle of West Kameng district are opposed to the construction of drinking water tank at Sarugran claiming that it is the only source of water for them.
In a press release issued, it alleged that the PHE department did not consult the village council before starting the construction work.
We would have happily agreed to offer the water source to be diverted to the other part if we were already not using the water source and if it were not to claim the lives of about 31 households who are totally dependent on this water source, a release said. Further it added that it would go for mass rally against the administration if the construction is not stopped at the earliest.
PMC distributes winter wears to sanitary workers
PASIGHAT, Dec 30: The Pasighat Municipal Council headed by Chief Councillor Denong Tamuk and Municipal Executive Officer Nixon Lego distributed winter wears each to its 29 sanitary workers in a simple function held at Municipal office here today.
Speaking on the occasion, MEO Lego said that the township is being kept clean by the effort of these sanitary staffs who have been discharging their duties despite all odds. Lego also said that vaccination programme of TT will also be launched shortly to keep the sanitary staffs free from any infection.
Chief Councillor Denong Tamuk said that the PMC is running short of sanitary staffs. At present there are only 29 sanitary staffs under PMC. He said that at least one hundred sanitary staff are required to maintain the cleanliness of Pasighat township. When asked about sanitary truck availability, Tamuk and Lego informed that three trucks were handed to PMC by UD last year but two have got off the road and only one is taking the load. Wangham seeks special package for NER to development aviation sector
ITANAGAR, Dec 30: While welcoming the initiative of the Centre to introduce a New Civil Aviation Policy, Minister for Civil Aviation Thangwang Wangham appealed to the Union Ministry of Civil Aviation to take into account the unique features of the Northeastern states, particularly those of Arunachal Pradesh in the policy.
Attending the consultation of the Draft Civil Aviation Policy, convened by Union Minister of Civil Aviation Ashok Gajapathi Raju at New Delhi today, Wangham mentioned that the provision for a special package for the Northeastern region would inevitably go a long way in addressing the collective aspirations of the people of the region.
Wangham proposed the Ministry for inclusion of provision of construction of new airports of short take off and landing type considering the difficult hilly terrain of the state.
He also proposed for establishment of a Regional Cargo Hub, preferably in Guwahati, the gateway to all the Northeastern states.
"The present cargo hub for the region is at Kolkata. The new policy should provide for a Regional Cargo Hub within the region which will widen the scope of various region specific trade and commerce activities," Wangham said.
"There is also need to include a provision of employing people from the NE region in the Civil Aviation Sector. A special provision for boosting recruitment for the locals from the region, who have been hitherto deprived of opportunities in the sector, may be included," he said.

"It is essential that a policy is adopted to set up a few Civil Air Traffic Centres in coordination with the Army in remote locations so as to cover all the remote areas within range irrespective of having airport, since a safe flying environment is to be ensured by the MoCA," he said while suggesting for modernization of Air Navigation Services.
The policy may envisage the setting up of modern Air Navigation Systems/ATC Installations in select locations with the help of service providers empanelled with the Ministry. A preliminary study of the same may be undertaken for subsequent inclusion of recommendations as part of the Policy framework, he opined.
Wangham also suggested for further development of helicopter services in Arunachal Pradesh to ensure the maximum outreach of essential services, like disposal of relief and aid during natural calamities, medical relief, including medical evacuation during emergency, supply of food, ration and essential items Supply of food, ration and essential items to the populace of the remotest corners of the state and border areas.
"A provision for introducing Air Ambulance Services may also be considered for this purpose" he suggested.
The supply of food, ration and essential items in many border areas are done by head load carriage system which is not only cost intensive but also time consuming, he said. He further suggested for construction and development of heliports in locations of 'Strategic Importance'.

While addressing the gathering Tuki said that Christianity spreads the message of peace and brotherhood among each other and as a religion it helps in constructive contributions to its people and the society. He said that religion and culture must go hand in hand and one should protect and preserve its own cultural and traditional identity.
Lauding the people for the bumper crop harvesting and their industrious nature Tuki informed that agriculture is the mainstay of 80 percent of population of the state and Govt is giving more emphasis on encouraging the farmers and improving the productivity of food grains through CMs farm mechanization schemes. He also informed that scientist have been engaged to study the feasibility of double cropping system and DC have also been instructed to conduct workshop and trainings on importance of double cropping system to increase the yield from farming.
Informing about his ambitious vision document for state development he said that Govt is preparing a vision document for all round development of the state and called upon the people to create development friendly ambient so that all developmental works be implemented smoothly. He also called upon the people to take benefit of CMUHIS and said that main motive of scheme is to lessen the burden of medical expenses of people through cashless treatment at all empanelled hospital in and outside the state. So far many patients have availed the benefit from the scheme.

2014: The year that was under Tuki

When he started, at the fag end of 2011, he beckoned – “Together we can do it”
As this year began, he committed – “Together we will do it”
And as 2014 goes by, he had done much…but he is not done yet.
Despite hurdles and constant bickering by his detractors, Nabam Tuki, as the 8th
Chief Minister of Arunachal Pradesh, led from the front. Looking back at the year
passing by, it can be vouched that the state, in-
Tuki signed into law, the Lokayukta Bill which the state Assembly had passed in March, immediately after assuming office for the second consecutive term on 19th May. He had taken oath just a day earlier!
“This is a gift to the people of Arunachal Pradesh from a responsive
government,” Tuki had said.
Incidentally, Arunachal Pradesh became one of the few states in the country to enact Lokayukta, which is aimed to empower the people like never before. The motto of ‘Power to People’ took a giant step forward.
Passage of Lokayukta was not the only step to empower the people. On occasion of the 28th Statehood Day, Tuki officially announced devolution of power to Panchayati Raj Institutions and local urban bodies. The Government created 768 posts of functionaries under Rajiv Gandhi Panchayat Sashaktikaran Abhiyan. It transferred all total 14 functions including civic charges enlisted in the 12th Schedule of the Constitution of India to the Urban Local Bodies. Operation and maintenance of intra village component of Rural Water Supply Scheme was transferred to Gram Panchayats through village water and sanitation committee.

Shouldering the onerous burden that comes with the top chair, Tuki never missed any opportunity to voice his concerns for the state at national as well as international platforms. This year his thrust were management of border areas through special economic packages, connectivity that includes road, air, railways and telecommunication, domestic funding to compensate denial by funding institutions like, ADB, World Bank and JICA, the stapled visa controversy, sports infrastructure, horticulture, educational institutions and tourism.
Rising to the top post from the grass root, Tuki did not shy away from the needs of the common citizens. Heeding to popular demand, this year Namsai was inaugurated as the 18th district of the state after Longding that saw the light of day last year. Three more new districts are on the pipeline. October this year witnessed one of the highest public appointments made by him. He spent the Sunday (October 12) by meeting people of all walks. As the news of the “Public Darbar” went viral, thousands of visitors, including students and youth organizations, Panchayat leaders, patients and individuals queued in front of the Chief Ministers Bungalow. The ‘Darbar’ started at 10.30 am and lasted for six hours. Tuki listened, spoke and sorted out issues of more than 1500 people in one day!
On the political front too, the state saw emergence of a stalwart in Nabam Tuki,
dubbed ‘Chanakya’ by a senior journalist of the state. Taking all by surprise, he
dissolved the Legislative Assembly immediately after the General Elections were announced
paving way for simultaneous elections to the Assembly and Lok Sabha. He got eleven
Congress nominees elected unopposed, including himself and went on to win the Assembly
polls comprehensively. Of the 60 Assembly seats Congress bagged 42 and retained one
of the Lok Sabha seats despite the ‘Modi wave’ that was sweeping the country. When

No matter what his political opponents and detractors may say, Tuki has emerged as
the undisputed leader of the Congress and the Government with a brave heart, a thinking

Fingerlings released in Choskorong Kho river
ITANAGAR, Dec 30: Around 500 fingerlings were released in natural fresh water river of Choskorong Kho river at Shergaon to mark the Riverine Ranching programme of Trout today. The function was organized by Garung Thuk, an NGO in collaboration with Department of Fisheries, Govt of Arunachal Pradesh at Shergaon, West Kameng district.
The fingerlings of Onchorhynchus mykiss (Rainbow Trout) and Salmo trutta fario (Brown Trout) were supplied from Trout Hatchery, Shergaon. Trout Hatchery Shergaon was established in the year 1979. Shergaon also has 300 hactre Samteng valley project sponsored by NEC for Trout production.
The programme was conducted to bring awareness among the villagers for conservation of aquatic ecology.

and its prospects to boost the tourism. He urged the public to keep the rivers pollution
free. He also asked people not to use electrocution and bleaching powders etc. for

Speaking on the occasion, Sange Tashi Thongdok, ZPM appreciated the NGO for organizing such programme for the biodiversity conservation which is first of its kinds in his area. The Gaon Buras and representative of Shergaon Village Council requested the NGO to adopt the stretch of river for five years.

‘FPSs selling PDS rice at high rate’
ITANAGAR, Dec 30: Alleging that the Fair Price shops owners of Bameng and Khenwa circle are selling PDS rice at an inflated rate, the All Bameng Khenewa and Lada Students' Union (ABKLSU) in a memorandum has demanded the East Kameng Deputy Commissioner for immediate fixation of rates of PDS Rice.
The FPS owners of Bameng and Khenewa circles are allegedly selling rice meant for APL at high an exorbitant rate of Rs. 1200 and BPL and AAY at Rs. 800 per quintal due to which the poor can't afford to buy them, the memorandum said.

The students during its recent visit to various schools in their area claimed to have found the Govt. Middle School Lada lying in very poor condition which needs immediate renovation. Currently, there are only four teachers in the school, the students union informed and urged the DDSE to appoint a subject teacher in Hindi for smooth functioning.
Alleging poor administration at Govt. Primary School, Upper Liyak, the students union alleged that students are not being provided mid day meal since the commencement of new academic session 2014.

NERCORMP Project launched in Diyun circle
DIYUN, Dec 30: Local MLA Nikh Kamin formally launched the NERCORMP Project in Diyun circle at an orientation programme organized by the partner NGO, Amik Matai Society in association with Adonoi Mission here yesterday.
Nikh Kamin along with Datum Gadi, EAC, Diyun and S Miji, ADC, Bordumsa has distributed account passbooks to the Self Help Groups (SHG) and Natural Resource Management Groups (NARMGs) on the occasion. These SHGs and NARMGs will be the grassroot CBOs and are promoted by Partner NGO Amik Matai Society under NERCORMP Project.
The process of village identification and selection for the first year (Pilot phase) has been completed and 25 project villages have been identified in Diyun Circle to be developed under NERCORMP Project covering 2088 households.
NERCORMP Project Manager Ruzing Bellai has apprised the audience with an informative power point presentation. According to him the people of Diyun and Bordumsa circle are the most enthusiastic supporters of the project and he believed that the constituency will produce exceptional success stories on livelihood. He praised the communities for being eagerly engaged and acknowledged the immense assistance provided by the local administration and the MLA for the development of the constituency. The partner NGOs has acknowledged the voluntary support provided by the members of APCSU, PRI's and village headmen in the project villages.
D. Gadi, EAC Diyun also assured complete support for the successful implementation of the project. He also directed all the HoDs to facilitate the developmental activities through NERCORMP in their own capacities and explore the possibilities of convergence of various departmental schemes with NERCORMP.

Addressing a public meeting in the newly constructed community hall the MP extended his post Christmas and New Year greetings to the people. He also took stock of the ongoing developments of the area and sanctioned three lakhs to develop drainage system in the village.
"We witness so many horrific fire accidents in different parts of the state every year because of our carelessness, ignorance and unplanned houses that are made of highly inflammable bamboo and the toko leaves. The people should be aware of the safety measures and take precaution to avert tragedies that fires bring. They must understand that victims not only lose their hard earned properties but also lose their priceless traditional ornaments forever. Unfortunately our people realize only after the fire accident had actually taken place," he stated.
Ering also advised the villagers to send their children to schools regularly and people to join hands for progress and prosperity of the state as a whole.
Earlier, ADC Moki Loyi formally inaugurated the community hall. It is worth mentioning here that a sum of rupees ten lakh was sanctioned by the MP Ering from his MPLAD during his last visit to the village for construction of the hall.
While appreciating the MP for providing funds, Loyi appealed the villagers to take care of the community hall as a public asset. He further advised the people to maintain peace and tranquility for faster development of the people. Among others ZPMs Kenyom Dabi and Takir Kakki, GBs and villagers attended the meeting. DIPRO

ITANAGAR, Dec 30: Rising Star FC (RSFC) won the first Talom Rukbo Memorial Football
Tournament beating Siang Soccer Club (SSC) 3-
Tomi Panggeng scored the winner in 12th minutes of the extra time.
An extra time of 14 minutes was played to decide the winner after both the teams
were tied 2-
Earlier, Onong Tatak and Tomi scored one goal each for RSFC in 20th and 57th minutes.
The scorers of SSC were Nong Padung (14th min) and Okit Palling (68th min).
Kadum Taki, Franklin Taki and Tarok Lomtung were declared as 'Best Player', 'Highest Scorer' and Best Goalkeeper' of the tournament respectively.
Adi Bane Kebang (ABK) president Kangir Jamoh appreciated the Donyi Polo Yelam Kebang (DPYK) Naharlagun's initiative to organize the tournament in memory of Talom Rukbo. Jamoh said ABK and DPYK will jointly appeal to the State Government to organize a State level football tournament in memory visionary leader late Talom Rukbo from next year.
Senior citizen Adoli Binggep exhorted the players to maintain true sportsmanship and play the game in friendly but competitive manner.
Meanwhile, organizing Secretary Tabom Saroh informed that the entire month of December is being observed as Talom Rukbo month by conducting various activities like cultural, literary, games & sports etc.
Delhi Police to annually induct 160 people from NE
NEW DELHI, Dec 30: Delhi Police will induct 160 youth from the northeastern states of the country every year to make it better equipped to deal with crime against people from these states in the national capital.
Minister of State for Home Affairs Kiren Rijiju made the announcement here at Delhi Police headquarters while holding a meeting on problems faced by people of the northeastern states in Delhi with senior Delhi Police officials on Tuesday.
The Minister said that 10 male and 10 female personnel will be inducted in Delhi Police every year from Arunachal Pradesh, Assam, Manipur, Meghalaya, Mizoram, Nagaland, Tripura and Sikkim. For this, Rijiju has written a letter to the Chief Ministers of all these eight states to recruit the youth as per their recruitment policy and procedure while keeping the Delhi Police in loop. The letter was signed by him on Tuesday at PHQ in the presence of Delhi Police Commissioner B S Bassi and other senior officials. Bassi had written a letter in this regard to all DGsP of these states and Rijiju in his letter has asked the Chief Ministers to expedite the process. The decision has been taken keeping in mind the low representation of people from the northeast in the force which has seen a spurt in crime against people from the hilly states residing in the national capital.

J & K deserves stable govt.
Even after week has passed, the state of Jammu and Kashmir is yet to have a government in place. The fractured mandate has made it difficult for the political parties to form the next government. Despite hectic parleying between various parties till now there is no outcome. As per the latest media report a grand alliance comprising PDP, National Conference and Congress is being muted. However the second largest party BJP has termed such move as betrayal to the people of Jammu & Kashmir.
BJP which won 25 seats in the state to emerge as the second largest party in a hung assembly claimed that it was the only party to provide a stable government. Peoples Democratic Party (PDP) which emerged as the single largest party in the state with 28 seats is scheduled to meet the governor on Wednesday to clear its position on government formation. The split within PDP is wide open over whether to seek BJP support to form a government. It is believed that at least half a dozen of the 28 PDP MLAs have rejected the idea of a tie up with the BJP. In the interest of the people of J & K, the political parties should sort of their differences and work towards forming a stable government. The people of state are still fighting hard to recover from the devastating flood that hit them hardly. Until a popular government is instilled, the rebuilding process will get hamper. Political parties should not let people of Kashmir suffer due to their political fight.

Assam needs our support
Dear Editor,
When Indian Cricket team wins a single match, we celebrate. When any sportsman, businessman, social worker, individual increases the pride for India we feel proud. When Mangalayan successfully landed in Mars, we celebrate too. On every proud step of the country, we celebrate too as a proud Indian because Assam as well as NE state are also a part of India. We are Indians too. Then why we have been ignored since the ancient time? Assam has been facing tough situations since the independence of India...at first Pandit Nehru tried to surrender Arunachal Pradesh and Assam to the Chinese aggression!! But because of our patriot and brave leader Gopinath Bordoloi ,Assam and Arunachal are in the map of India in the present time!!
This was just an example.
Now just question yourself, how many Indians know about the politics of Assam or Northeast? In Pakistan, when 150 people were killed in Peshawar attack, the whole media flashed the news for 24/7 and got into the competition for showing their humanity! There was a tsunami in twitter and Face book.
Every year thousands of people get killed in Assam but no proper news and slogans come out of it.
Come forward today and see how many homes are burning and how many families have become homeless in Kokrajhar and Sonitpur. Where are the Indians to show the humanity? Almost every Indian is using internet. Just save 20 minutes from your browsing and search on Google about the Assam recent terrorist attack and update yourself with the latest situation.
In Assam, Congress party is in rule but they are not giving enough effort because they want to blame central BJP govt. Because of such politics, innocent people of Assam is in pain and directly or indirectly, neighbouring states of Assam like Arunachal Pradesh has been affected too.
This incident of Assam has shown that the correct time has come for us to let know our country about the political scenario of northeast India. It is a moment to approach all the Indians, specially the mainstream Indian brothers and sisters, to come forward to support the sufferers of the Assam attack.
